1) Great, imho, means that the person made a deep and thorough argument which stood the test of time and consequently had a positive influence on the evolution of civilization.
2) Rousseau was Swiss, not French like Descartes. So your question is a bit illogical consequently. This is because Locke also influenced the French Revolution, and Voltaire was a proponent of Locke.
3) Based on 1 & 2 above, I’d say that Locke is the greatest philosopher between them.
4) Based on ’1′ above, I’d say that there was no French philosopher who fits the description of ‘great’ per your question.
5) Strictly speaking, however, the prize goes to Pascal.

Greetings from Idaho! I’m bored at work so I decided to browse your blog on my iphone during lunch break. I enjoy the knowledge you present here and can’t wait to take a look when I get home.
